Where does the Oracle store the job library (schema/table)?

Are you conflating two ideas. The programmatic addition of jobs and the tables Oracle uses to store what to run. I think you want to programmatically add job via insert, instead of calling the package. Is that so? For DBMS_JOBS you can use...
dbms_job.submit(

I haven't found a way to add a Grid Control job using SQL. I may ask that as a separate question if the answer doesn't show up here.
