Under direction of the Parks Manager, the Program Manager I will enhance, manage and improve the existing Business Intelligence and data analytics program. This is a new position that presents an exciting opportunity for an analytically minded person to tell the story of how the Parks Division serves the residents of San José. Working closely with PRNS Executive Staff, the Program Manager will undertake a variety of activities to create, execute, coordinate and report on data analytics projects focused on performance improvement across the Parks Division.
The major duties and responsibilities of the Program Manager I – Data Analytics / Business Intelligence include, but are not limited to the following:
- Serve as the lead manager of the PRNS Business Intelligence system and work to enhance the existing data collection and reporting strategies.
- Work with PRNS field staff to streamline data entry, work with PRNS Executive staff to inform the budgeting process, and work across city departments to share information and leverage available resources for managing the City’s Business Intelligence.
- Develop a comprehensive plan to implement Business Intelligence within PRNS, including establishing goals and objectives for the program, developing policies and procedures, and Identifying preliminary metrics for success.
- Oversee completion of annual Park Condition Assessments and incorporate the data into Business Intelligence that can inform the Capital and Operating Budgets for the department.
- Study Parks Division operations and services in order to make recommendations to improve the quality and effectiveness of service delivery.
- Provide support to PRNS Executive Staff by providing interpretation of data and periodic status reports regarding assigned projects.
- Coordinate analytics projects with other City departments and outside agencies.
- Use and develop various tools, programs and techniques to gather, analyze and understand large amounts of data; conduct in-depth analysis of datasets using analytical tools.
- Proficiency in “R”, or similar statistical analysis program is desirable. High proficiency with Excel is required.
- Author, review, and edit documents, reports, memoranda and briefing materials at all levels of the organization.
- Schedule, plan, coordinate, and review project activities related to data analytics.
The successful candidate will have exceptional analytical, organizational, writing and verbal skills, enjoy handling multiple assignments simultaneously, and work well under pressure within tight deadlines.
Skills & requirements
Minimum Qualifications
Any combination of training and experience equivalent to:
Education: Completion of a Bachelor's Degree from an accredited college or university in engineering, economics, mathematics, or closely related field.
Experience: Five (5) years of directly related experience in data management, statistical analysis or similar field, including two (2) years of supervisory experience.
Acceptable Substitutions: A Master's Degree in public administration, business administration or related field can be substituted for a portion of the required experience. There will be no substitute for the required two (2) years of supervisory experience.
Employment Eligibility: Federal law requires all employees to provide verification of their eligibility to work in this country. State law requires all employees working with youth to provide medical verification of negative tuberculosis test results within the last year.
Background Check: Candidates will be required to undergo a background check, including a criminal history records check, before being considered for a position.

- Experience in translating analytical model findings to business insights and communicating them to a non-technical audience.
- Able to communicate complex concepts to diverse audiences, including the ability to clearly articulate analytics findings and insights to management and front line staff.
- Experience in public speaking and presentations.
Computer Skills: Experienced with common business computer applications including but not limited to: MS Outlook, MS Word, MS PowerPoint, MS Access, and MS Excel.
- Fluency in statistical software such as R, Stata, and/or SPSS is desirable and above average fluency in Excel is mandatory.
- Knowledge of Business Intelligence Software such as InforEAM or similar program is preferred, but not required.
