I have the following Html document.

What do I want to achieve
- Place every figure element (the ones wrapped by the
<div class="figure-wrapper">
element) after the one paragraph that has the first reference to it. - If the element after this first paragraph is a figure element itself, the figure element in question should be put behind it.
Example and ideal output
The <div class="figure-wrapper" id="figure1>
element should be placed after the first paragraph only since it is the first one of all paragraphs that references this figure.

Restrictions
No explicit references (in terms of HTML elements) to the figure elements exist in the input document. Thus I have to analyze the paragraph contents (e.g. for occurrence of certain values like Fig. x etc.) to infer if a reference to the figure has been made within the paragraph.
What I fabricated so far is the following solution.
I tried out a strange mixture using the identity transform pattern, keys and a multipass approach which, however, I can't think through.

The Problems
- Duplicated
<div class="figure-wrapper">
elements. I tried to get rid of them in the 2nd pass, but I can't get my head around duplicate removal in combination with the identity transformation pattern. - I'm not very happy with the fact that every paragraph gets incrementally searched x times (in this example 100 times) for figure references. I could choose a lower threshold (e.g. 20 times), but I'm afraid that I might miss some references since a natural maximum of figure references within one paragraph doesn't exist.
Any help with these problems is highly appreciated.
