is there any API to get the contacts and user status from Lync 2010?

The Lync 2010 sdk can do this fairly easily. You can get the sdk here. The sdk uses C#.

This api uses a ContactManager class to handle contacts. Contacts are arranged in groups within this class. To get all contacts from the first group you can do the following:

ContactManager cm = LyncClient.GetClient().ContactManager;
foreach (Contact C in cm.Groups[0])

The ContactManager.Groups property is just a list of the currently logged in user's groups, each group itself being a list of contacts. You will have to determine which groups to pull contacts from.

This has a lot more documentation that you may need but might be a good reference.
