Is there any library support in java to create a packet from scratch ???

i know about TCP/IP and UDP support in java ! but in specific I want to create some kinda packets like ping packets that are at IP layers ! If no library is yet released can i create one and what are all the procedures to publish it like licensing all those stuffs ???

What exactly are you trying to do ? For example, you can ping using this code. Of course it's not platform independent.

Process proc = rt.exec("ping localhost");

You can try to find existing libraries . Or implement yourself, whatever you want using JNI
