I have defined my OpenWin() function to handle opening the new window and pass params to it but when I compile it it says it is not defined.

Your problem is probablywith username textbox script. Change top:243" to top: "243px" – hkutluay Apr 23 '12 at 8:54

OnClick refers to server side events. Change it to OnClientClick for javascript functions.

EDIT : As far as opening of the window is concerned try changing _blank with '' like :"ViewerPane.aspx?prm=" + Parms,"","left=20,top=20,width=1000,height=1140,toolbar=0,resizable=1")
