What is the best way to block access to tomcat's doc, without removing the entire application?

Several options. While removing it is the simplest, you could also:

  1. Add a security constraint that requires a role that no user has been granted.

  2. Add a RemoteAddressFilter, RemoteHostFilter, RemoteHostValve or RemoteAddressValve that has been configured to deny all addresses / hosts.

  3. Change the permissions on the files so the Tomcat process can't read them.
