Why the system can change the displayer's resolution?
In my mind, the displayer's resolution is decided by the hardware. Where is my fault point, thank you..

If you mean the screen resolution then yes, the maximum resolution is decided by the hardware.
But you may not want to always run at that maximum resolution and, given that the hardware is capable of lower resolutions, you may as well allow the sytem (or user) to select them if needed.
So, for example, if you have a very old game that only generates images at 640x480, you really don't want to try and play that on your behemoth 1920x1280 screen :-)
