I wanted to know, Is there a numeric up and down in html? I need one for my contact form, and i could not find one on the internet. Thanks!

Use an HTML5 <input type="number"/>.

There are plenty of numeric steppers out there. Look for "numeric stepper" or "numeric spinner".
