So I'm looking for a asp.net sample project with this type of site. so I don't have to start from scratch. I did a few searches all I found is non-free 3'rd party tools that's not what I need..

The info would be manually entered (not generated from the code). it's just the platform that I'm looking for.

They've probably using Sandcastle. That does generate docs from code, but you could steal their HTML too. Why don't you want to generate docs from code? That would be easier to maintain wouldn't it? –  Rup May 7 '12 at 14:39
