i need to make a program that enables me to parse any sentence i need like the Stanford parser or any other parsers, that analyses sentences structure

If you want something like the Stanford parser, why don't you just get the Stanford parser and use it? As a research institution they are often encouraged to hand out their tools. – Ira Baxter May 9 '12 at 21:38
