i figured out whats really going on after spending much time wondering around... so if i disabled the <asp:UpdatePanel... code my jQuery plugin code is working otherwise it does not execute the code inside $(document).ready(function () {... how should you handle this?

$(document).ready(function () {

    $('[id*="txtName"]').charCount({
        allowed: 300,
        warning: 15,
        counterText: 'Characters left: '
    });

   ............

//aspx:

<asp:ScriptManager ID="ScriptManager1" runat="server" />
<asp:UpdatePanel ID="UpdatePanel1" runat="server" UpdateMode="always">
    <ContentTemplate>
        <!-- rest of the code .... --> 
        ..........

you should just get rid of your update panels all together. –  Jason May 10 '12 at 23:18
