You can get Firebug lite for IE and other browsers. IE8 also has some nice developer utilities.

You could try DebugBar, or the built in developer toolbar in IE8 (pre IE8 version is located here)

There is the IE Developer Toolbar for IE 7.0 which is now included by default (with considerable enhancements) in IE 8.0.
