git-core (and by Charles Bailey in the comments, which points to git-scm community page):
Questions or comments for the Git community can be sent to the mailing list by using the email address firstname.lastname@example.org. Bug reports should be sent to this mailing list.
Sending email to that list will result in a bounceback if you aren't subbed. You will need to subscribe to that list and authorize yourself with a code to submit bugs --the list isn't very user friendly. There are instructions for subscribing on the community page.

Bugs related to Git for Windows are discussed in the groups.google.com forum, as the project itself (msysgit) now references.
The GitHub mirror repo image git/git is there, but not use for issues or pull request, unfortunately.
They are going with an Atlassian Jira board for bug tracking but that is not the place to report bugs, use the mailing list for that. The Jira board appears to be auto-updated from the mailing list, at least for submissions.
