This is straight from the App Store Review Guidelines:
"Developers "spamming" the App Store with many versions of similar apps will be removed from the iOS Developer Program"
There is not way of really knowing until your submit your apps. Apple will consider if this is "spamming" or not.
What I was trying to suggest is combining these apps into a single app. Look at all Lonely Planet's apps, 10+ travel guides, each one being a different city. Would you honestly buy that?
Let's say they combined them into on big travel guide. I would bet they would make more money, by making just one travel guide.
Look by splitting up your apps, you will have a lot of apps in the App Store, but will you have a quality app that sells? Probably not.
Edit: Look at Lonely Planets translation apps, they have one for each different language. Now take a look at the #1 app in the App Store. I hope that says it all.
