I am searching around to develop a simple dictionary service to run inside my website. I am using MySQL with PHP in my Windows PC. I want results with explanations if possible. I am looking for the best option available (with expanded definitions of words if there is). I am using PHP My Admin to import and export databases. Somebody suggest me a db file so that I can import it to my server.

That's too vague a question. You need to do some work yourself, then post questions here with specific parts you're having trouble with, ideally with some code samples and errors etc. –  Cylindric May 24 '12 at 14:55

Perhaps the "enchant" library is an option? It's bundled within PHP 5.3 core from what I'm reading here (it replaces the pspell_* functions, looks like), and can rely on stuff like aspell's dictionary.

If I recall correctly, aspell's also available for windows (Pidgin can rely on it), but you'd only need to rely on its dictionaries anyways. I'd recommend going for something native instead of NIH'ing something together. :)
