I have seen this tutorial which says:

At the end of the tutorial you will get an application
which can’t be pushed into the iPhone since it will need you to
purchase developer program, but we can run it inside the iOS
Simulator on a Mac OS X system.

My question is it true I have no way to download the ios app only to my private iphone.

Yes, it's mostly true.

If you jailbreak your phone you can run whatever you like on it, but you may run afoul of whatever agreements you have with Apple.

Yes, that is true. In order to run applications on a physical device, like an iPhone, you need a developer account to run apps you made.

You do not need a developer account to run an app in the simulator.

A developer account for iOS is $99 per year for an individual account. You can learn more about the different kind of Developer Programs on Apple's Website.

Apps must be signed in order to run on a device, and the only way to get a proper signing key is through the Developer Program.
