This should be simple and I would imagine it could be a repeat but I couldn't find anything similar. How can I let users rate (1-5 ) a section of content on my website? Is there a plugin I can use or anything? I know some PHP and a good bit of HTML, JavaScript and Java.

It depends on what kind of content it is. The way I imagine this happening is to make a database table called "ratings" and storing them there, but you need an efficient way to search through the DB for it based on the content. So if it's a URL, parse the URL for a variable or something and search. But again, I'd need to know how this would work. –  Purag May 26 '12 at 4:32

Try jQuery, there are all kinds of plugins for handling this sort of thing. Assuming you are looking for that 'star rating' style of functionality, here is one pretty handy rating plugin:
