I would like to create a map with districts. Are there any tools that could help me draw polygons and get their latitude and longitude in a simple way?

I'm not sure what city is your focus, but you may find the districts in an existing Fusion Table. You can search by starting at: http://www.google.com/fusiontables/Home/, entering search text, and clicking the hourglass/search button. When you are taken to the search results page, click on the Fusion Tables option in the upper-left margin of the page.
