Web Services Policy that axis2 support it can be used to configure throttling in axis2 webservice? or should I use another third-party library any help will be great

You can use this code for basic throttling. Axis2 does not provide this functionality. Also you can use WSO2 open-source ESB solution which supports throttling out of the box.
