Just wonder if there is any opensource tool or tools that can generate Thiessen Polygons out of a set of given points by its individual Value attribute.

I know ArcGIS for Desktop can do it but any equivalent opensource tool available?

There are free implementations of the algorithm which produces Voronoi diagrams available. You can utilise Gnu Octave (free and available on most platforms) to express your points as a matrix and then run a function over it to generate the diagram. The Gnu Octave website has a description along with an example

Just found out JTS of GeoTools is an opensource toolkit implemented in Java that has a VoronoiDiagram Builder class to create thiessen polygons.
