System Information: Windows Server 2003, IIS6, MSSQL Server 2008R2, PHP 5.2.19.

I've attempted to install PEAR on the above server, with the installation going well. PEAR is in the PATH variable and runs fine, packages install without errors. PHP's include_path is set in my one-and-only php.ini file to ".;C:\PHP5\PEAR" (which is, in fact, the location of my PEAR installation). a phpinfo() call confirms the change is successful. However, I can't include anything in the PEAR directory - System.php or any of my packages. Errors are consistently of the form:

Fatal error: require_once() [function.require]: Failed opening required 'System.php' (include_path='.;C:\PHP5;C:\PHP5\PEAR') in...

Pulling up command prompt and entering "edit C:\PHP5\PEAR\System.php" confirms the file exists. All of C:\PHP5 and its subdirectories are set for read/execute permissions for NETWORK_SERVICE, and Full Control for others. I have essentially determined that, regardless of what include_path is set to according to phpinfo(), it is only looking in the working directory for included files.

I know you said one-and-only php.ini file, but did you call phpinfo() through the webserver, or via command prompt? verify via webserver invoked call. – goat Jun 4 '12 at 16:37
