people usually want to do this the other way around, but I want to convert dxf images to svg using scripts and such.

ImageMagick can be used to convert images between various formats as well as resize an image, blur, crop, dither, draw on, flip, join, re-sample, and much more. I don't know if it supports dxf and svg, though.

Not sure why this was accepted as the best answer without any comments by the OP, since ImageMagick does not support DXF. See ImageMagick Supported File Formats. –  TimH May 6 '13 at 16:39

Inkscape as of version 0.47 is able to import dxf but may need some manual cleanup. Import appears to flatten all layers including hidden layers.
