I want to set error rate in ns3, from 1%-10%, is the following correct?

Ptr<RateErrorModel> em
    = CreateObjectWithAttributes<RateErrorModel> (
        "RanVar",
        RandomVariableValue (UniformVariable (0., 1.)),
        "ErrorRate",
        DoubleValue (0.1));
netDevices.Get(0)->SetAttribute("ReceiveErrorModel", PointerValue (em));

I think it's ok, but the result is not what I want. Would someone explain me how does "ErrorRate" works in NS3?
