I was wondering if I could use a library that is licensed under Apache 2.0 in my project and release the project under the terms of the New BSD License? I'm confused here because both are permissive licenses and I'm not really sure if I'm violating the Apache license by doing this?

Yes you can. You cannot re-license the Apache code, but you can include it in your BSD release.
There are a few requirements see "section 4: redistribution" of the license http://www.apache.org/licenses/LICENSE-2.0.html
