Is there a website that I can put a link into my app for that will legally (paid for) download music straight to the persons phone? I guess like iTunes but for Android and via my app?

I'm a little confused about what you are actually asking. Are you trying to provide links where people can buy music inside of your application?

If that's the case, I know Amazon has a nice API that you can look at. There is also an "unofficial" Google Music api that has been trending on github https://github.com/simon-weber/Unofficial-Google-Music-API

Lastly you can check out free services that may serve your purpose such as GrooveShark and Echonest.

Yeah. What I would like to do is offer samples of each song in an album and then a button at the top that allows them to buy the album and play it straight away in there phone. This doesnt have to play through the app just be in the phones music library. Rather than having to download a digital version onto their computer and then transfer it to there phone. –  PaulH Jun 8 '12 at 15:08
