Is there a Maven plugin that will download the JavaDoc JARs for all my project's dependencies, and spin up a web server (using Jetty?) that serves the JavaDoc? It would be useful for browsing dependency JavaDoc locally with just a browser.

As far as I known, that does not exists, but you can maybe write your own.

There is some eclipse (probably IntellJ) features that attach jars and javadoc : Get source jar files attached to Eclipse for Maven-managed dependencies. It's probably not what your are asking for ...
