I have data stored in a utf8 database with utf8 -> utf8_general_ci column however my output on the page are those black diamonds with a question mark in the middle.

My meta tag is also set to utf8 however its still display those characters (diamonds).

I have followed a suggestion from here PHP charset accents issue but still have the issue.

If you have some kind of post processing of your data before saving it to the DB (like concatenating with hard coded string) then check if your php files are encoded as utf8 too. Or if you use htmlentities/htmlspecialchars for output(and you should) then be sure that 3-rd param $encoding is set to 'utf-8'! –  Boris Belenski Jun 17 '12 at 10:04
