since galaxy tab did not have the status bar, so i cannot apply normal push notification on it. Is there any other way to achieve this, such as pop out dialog?

If you really want to avoid the Status bar (afaik the GalaxyTab does have one!) you could simply use an alertDialog, as you already mentioned:

AlertDialog alertDialog = new AlertDialog.Builder(this).create();
alertDialog.setMessage("Are you sure?");
alertDialog.setButton("OK", new DialogInterface.OnClickListener() {
   public void onClick(DialogInterface dialog, int which) {

Just a caution, that is going to be very annoying if i am not on your Activity and I get pop-ups like that, good way to get poor reviews and your app uninstalled. – mbwasi Jun 18 '12 at 11:05
