I'm using Drupal 7. And i created a block and embed this code:

 $contents = file_get_contents('http://www.tcmb.gov.tr/kurlar/today.html'); 

My site charset:

<meta http-equiv="Content-Type" content="text/html; charset=utf-8" />

And external link charset is:

<META HTTP-EQUIV=Content-Type  CONTENT=text/html;charset=windows-1254>

So, when get some info on external link, i have character problem (don't seen İ, ç, ş etc..)

How can i solve this?

In your block , I will create these two lines

$contents = file_get_contents('http://www.tcmb.gov.tr/kurlar/today.html');
$contents = iconv("windows-1254" , "utf8" , $contents);

there for this page contents will be utf8 same as your pages

The above code is correct, except in the second line 'tawfekov' made a typing mistake. It is utf-8 and not utf8, so it would look like this:

$contents = file_get_contents('http://www.tcmb.gov.tr/kurlar/today.html');
$contents = iconv("windows-1254" , "utf-8" , $contents);

Without changing you would get the following error: "Notice: iconv() [function.iconv]: Wrong charset, conversion from windows-1254' toutf8' is not allowed in F:\wamp\www......"
