Does anyone know what tool Oracle is using on their documentation for flowcharts?

If you follow the links, you'll see that they generated the images with some type of grammar.

Anyone recognize this tool?

These tools are called syntax diagram generators, and once you know that, googling will give you quite some of them.

Try Diagramo. It's GPL and you can get sources from either bitbucket or github

Diagramo is more or less a HTML5 framework for diagraming so you can configure / extend it as you like.
