EXT3 & EXT4 file systems have Journaling feature. Journaling file systems log changes to file system metadata and the file data.

Is there any API which can access the file system (ext3/ext4) journal and check history of particular file ?

Or

Is there any way to access file system journal from user space? It may be tools Or some sort of API?

Probably, however what do you mean by 'history'? I suspect you are overestimating just what gets journaled, and how that journal gets flushed. – Arafangion Jun 20 '12 at 7:31

'Journal' mode of journaling in ext3 saves data and metadata to journal. So accessing transaction in journal can give us the version of file. – Gaurav Mahajan Jun 20 '12 at 8:22
