My GIS specialist and I (started looking at Flex 2 days ago) have been tasked with creating a functionality as follows:

When a User clicks on specific objects on the map, like a leased plot of land, we would like the popup to display the data associated with that lease that resides within an already established database.

Our Plan:

The development team I work for have created web services that already work with our iOS device. I figured the best solution would be to use the same webservice, parse the JSON string, and display it in the popup.

The problem:

After spending way more time than I should have, I have discovered about every place that code doesn't go, but have yet to figure out where to actually write this code, or even where to begin. I am even to the point I started at the index and began trying to draw out a system map. All the examples seem to be self contained mxmls, this doesn't help much with all the managers and viewers etc of a full production map system.

The Question:

Would the best strategy be to create a widget that uses PopUpManager? If not Where should I begin?

Using an existing web service sounds like a good plan. Beyond that, I don't fully understand what you've tried nor why it didn't work. If your question is "how do I create a widget that will display above something else" then; yes I'd use the PopUpManager. If you want to know how to display a map; or how to accept clicks from a map that will depend on the specific map related API you're using. –  JeffryHouser Jun 28 '12 at 2:11
    
We're using Flex 4.6. After another two days of digging around, we've yet to figure out where to actually begin programming. We've just been exploring the ArcGIS viewer for Source Code. The end goal of course is a "popup" to come up over a point, and display data from a JSON. This is literally as far as we've gotten. We've been playing with an infoWindow widget and that doesn't seem to do anything but fail to load. –  Sethery Jun 28 '12 at 15:36

What I'm looking for is a code example for creating a widget that launches an info window at a specific point and layer. We've got widgets to show up like search and locate, and we've gotten normal popups from the "configurations" to work fine, but not sure what combination of congfig settings and implementations to achieve a widget to make an info window act as a popup, –  Sethery Jun 28 '12 at 18:14
    
I know this isn't super helpful, I apologize for that. We've got a Programmer with no flash experience, and an acrGIS guy with limited programming experience trying to program in flash builder. The actionscript is starting to become easy enough to read, though the structure and organization of the framework is not intuitive to me yet. So I'm trying to figure out where even to sink my teeth in. I think I could get the popup to function correctly if I could get it to actually come up when the correct object is clicked, or at all. –  Sethery Jun 28 '12 at 20:48
