Actually I am trying to ping my friends IP over broadband connection. My friend & I share a same ISP provider. Is it related to dynamic & static IP? If yes. how to ping dynamic IP?

The reason this doesn't work is almost certainly that ping is being blocked by the router for "security purposes". It is considered a minor security issue to be able to ping a router. Most routers have a setting that allows them to be ping'd. Perhaps if you list your router I can answer more specifically.
