This is similar to wrong answer with the DocList, but instead of using DocsList you can get the data directly out of the blob, parse it and then import it into a spreadsheet. I've only give a brief outline:

I created a script for my own use and thought its useful to others too. This app script allows the user to upload CSV into either a Google Document or Spreadsheet. I have added more details in this Blog Post. Hope that helps.
