I want the ability to be able to code sign iOS apps on a Windows 7 based PC. Does anyone know of a tool, procedure or some open-source source code that can accomplish this?

Install OSX on another partition. :) (This is because all the Windows people always tell us Mac people to install Windows in a partition) –  Almo Jul 4 '12 at 21:17

From past research, no. But you actually could possibly do it if you built your app in Flash, and used Adobe's Flash to iOS port software.

You could also pay a company like Dragonfire SDK and they can do it.

Beyond that, I have found no other options. Sorry!

You could try MacinCloud.com . They are a virtual server service marketed toward developers, i think they have xamarin and xcode already preinstalled.
