ok lots of things not proper here. first of all intsead of using an absolute position on the nav bar you can make your banner as a background image instead of a embeded img. if you really want to stick with the img tag, then you should make the parent center tag relative position and the nav bar should have top:X px;left X px;

but again i simply recommend you use a div with a background image being the header and the nav bar inside that div.
