Trying to gain REMOTE access

I am getting access denied results after many attempts at adding users changing passwords using flush privileges (which I learned is refreshes privileges and doesn't delete them)

These are the attempts I used to get proper user accounts setup with privileges.

THE DENIED ACCESS is coming from workbench on Windows 7 64 bit

GRANT ALL PRIVILEGES ON *.* TO 'username'@'MY_IP_ADDRESS'

"    "  'username'@'%'

I have created 2 accounts and used:

mysql> CREATE USER 'username'@'localhost' IDENTIFIED BY 'some_pass';
mysql> GRANT ALL PRIVILEGES ON *.* TO 'monty'@'localhost'
->     WITH GRANT OPTION;

I have switched out the localhost field with my particular ip and still denied.

Also, PORT 3306 has been forwarded to the box holding the MYSQL server

Alright I finally after 2 hours of just fiddling around....found out my password was not set. If that syntax is incorrect I posted then thats why but if not then I dont understand. I finally logged into webmin and checked if the settings on my user and NONE was selected for password status. Thanks for the help anyways. – Dan Jul 11 '12 at 1:07
