My magento store has configurable products that allow a user to customize with a message and an image. Before the product can go through to be printed it needs to pass through a moderation check (preformed by a human).

I want to automatically set all new incoming orders to a state of "holded" and a status of "pending moderation".

Once the moderator reviews the order they will either approve or reject the customization.

Can anyone help shed some light on how to set all new incoming orders to a specific state?

I think that generally the state for new orders will be "new" and the status will be "pending". So you may not need to change anything to achieve the desired workflow. What are you currently seeing new order states set to? –  kalenjordan Jul 20 '12 at 16:59
New orders are coming in as State:New Status:Pending. I need all new orders to be in a holded state until a moderator has reviewed them. This will prevent the order from being queried to go to the printer for printing. –  Scott S Jul 20 '12 at 20:53
Ah, I was thinking you could just use the Pending state for moderation, but the Pending state gets picked up by the printer. Hm, did a quick search, this extension might be good - amasty.com/order-status.html - but I've heard some bad things about their licensing features on extensions. –  kalenjordan Jul 20 '12 at 21:21
