I was wondering if anyone has come across a clone of Wordpress which has very basic functionality.

Something which has the same templating system, uses post types, but without things like plugin support and many many other things that aren't needed.

Hope that makes sense, but I need something that isn't Wordpress, but still has the same basic systems to work on top of.

If you want something in terms of static pages, try Jekyll.

Elsewise, you can just not put any plugins to wordpress and be fine with it vanilla style. You can also make a plain theme.

If you just want the core WordPress PHP libraries to build on top of use BackPress.
