I am trying to get the count of records in a Shape File.The file is a polygon shape file. I am able to get the details of the first record but when count increments to 2, an IllegalState exception is raised and it gives record count as 0.

I would use a well supported library for this requirement. You can get Shapelib (component of GDAL/OGR) working with the NDK.

Using shapelib will give you access to DBFGetRecordCount, which returns the number of records that exist on the xBase file.

I made a demo shapefile writer app, which has the line:
