Is it possible to translate/localize Android (OS itself) in different languages? For example, Windows is in German, Russian etc.

Can I add another language in the settings and make it a default one?

You can download the OS, add in your translation, and make a modded ROM that contains your custom build of the OS. This will not be trivial.
