I need to format a time to use it as a marker on a timetable. It should take into consideration the system regional settings, so it should appear as "1:00 PM" (US) or "13:00" (France) or "上午 1:00" (China). (Note: I don't want the seconds)

What's the best way to do this?

Does it matter? I don't want to write a format for all languages available in the world. I want to take advantage of the default datetime formats which .NET provides. The best I can think of is to take the default short time format then programmatically strip out the seconds and the separator associated with it. The problem is how to do it correctly. –  Metro Aug 1 '12 at 14:28
