The Productivity Power Tools (VS2010 Extension from Microsoft) has what's called Enhanced Scroll Bar. With three modes. The mode you want is full map mode

Once installed: Tools -> Options... -> Productivity Power Tools -> Enhanced Scroll Bar -> Full map mode
