Is there ever supposed to be a difference between the Number of Visits that sent events and the Events with visits numbers in Google Analytics Event overview report?

Example:

Here is a screen capture of the report I am talking about. Notice how there are 2,249 visits that sent events, but there is only a total of 291 events, 146 Unique events, and only 125 visits with event.

Do I have something configured wrong? Are there events that are not being tallied, or is this totally normal?

I want to make sure I can reliably use the data being captured in our event tracking, but this seems wrong to me.
