I'm using the latest PHP-SDK from Facebook to test some features. I just tried to display all friends with the following code:

    $friends = $this->facebook->api('/me/friends');
    $counter = 0;
    foreach($friends['data'] as $friend) {
        echo 'Name: ' . $friend['name'] . '<br />';
        echo 'ID: ' . $friend['id'] . '<br /><br />';

    echo 'Total friends: ' . $counter . '<br /><br />';

Everything is working fine, except one thing. I have 244 friends, but it only displays ($counter) 229.

The best way to know why would be to contact your missing friends and ask them about their Facebook settings. There is an option in your privacy settings to opt-out from Facebook apps. That could be the reason: "Turn off your ability to use apps, plugins, and websites on and off Facebook. After you turn this off, we will not store information about you when you use apps or websites off Facebook." – Tchoupi Aug 8 '12 at 15:24
