The differences between an Activity and a Service have nothing to do with power consumption. You should consider them equal from a power standpoint. The important points to grasp about an Activity vs a Service has everything to do with your application design and what the life cycles of your logic are. The actual code you are running will determine power consumption.
Note that some people assume that a Service equates to "long-running" or "always-on." This does not apply to the Android platform. I would recommend keeping your life cycles as short as possible, especially if you're concerned about power.
