I am trying to open a directory, i.e. /proc/binder/transcation_log, but when I open it, I am getting an error that no such file or directory. This directory opens in another system but not in mine.

that means it doesn't exist in your system. you can't open it unless it exists. – Senthil Kumar Aug 28 '12 at 7:04

i checked through my adb shell i have the transaction_log file in the /proc/binder directory but why am i not able to open it programmatically.... – chiv Aug 28 '12 at 10:38
    
/proc/binder may exist, /proc/binder/transaction_log only doesn't exist. you need to find out how/when the file is created. – Senthil Kumar Aug 28 '12 at 11:37
