I wonder what are the best practice for a custom module about the correct path for template/layout files and skin files as well.

Usually I put files in /default/default/ however this is not in my opinion the best strategy because if a user has a different package/theme ( and so a different default theme) the files are not loaded.

So ...
Putting the files in /base/default is considered a best practice ?
This will actually solve the load problem but /base/default is a 'sensible zone' ( core theme ).
Although, in general, it should not cause problems in case I'm overriding some layout/template core files it will be an issue.

So what is the best practice ?
