I've seen people using AR in maps and advertising campaigns. I am wondering if I can use AR for dynamic scene recognition and object recognition? For example, when I hover my camera over a scene, I want it to tell me what am I seeing whether its a car, or a bus, truck, people, ball, pencil, road...etc

Yes you can, but it is not a simple task. You have to understand how this works. You need to recognize the objects or/and find the camera pose respect to them. If you want to start understandind how AR works follow this tutorial, it may help you.
